This year the debating competition will be a knockout tournament managed by the Training Council. At the Dais meeting on 20 May 2010 a draw for the first heat resulted the following clubs competing against each other. Yass Rostrum Club, as the Trophy winner in 2009, will have a bye in the first heat, and will debate the winner of the Phillip vs CCEC debate.
Heat 1

| Boulevard Rostrum Club | versus | Canberra Rostrum Club 3 |
| DAFF Rostrum Club | versus | Woden Rostrum Club |
Heat 2
| Winner of Phillip Rostrum Club and Canberra City Evening Club | versus | Yass Rostrum Club |
| Winner of Boulevard Rostrum Club and Canberra Rostrum Club | versus | Winner of DAFF Rostrum Club and Woden Rostrum Club |
The final will be between the two winning clubs from the second heat, and will be held at the Spring Fling, usually in mid to late September.
For each debate, the first club listed in each pair will contact its opponent to arrange a venue for the debate, and propose the topic.
The second club will choose whether to present the affirmative case, or the negative case; and will be responsible for arranging the adjudicator.
Each debate in heats 1 and 2 must be adjudicated by one accredited critic, with no affiliation to either club.
